Founding
The inevitable expiration of the temporary agreement will force the countries of Earth and the rest of the solar system to come together and find a solution to the crisis of governance of the United Nations. It was obvious to the majority of the great powers that the ban on armed forces could not be maintained and that preventing a rise in power of the rest of the solar system was impossible. The population was also mostly on the side of the colonies because of the negative image and the excessive imperialism practiced by all countries because of historical reasons. The Earth nations also do not want the end of the United Nations, which they still see as a certain lever of influence even if it had become very limited in the face of the independence that the organization has taken. There will therefore be several balances that will be found in the negotiations to respond to these issues and that all actors are satisfied. The newly named Solar Confederation will be a representative democracy led by a President elected by universal suffrage for a six-years term replacing the UN. The General Assembly will also be reformed to include representatives proportional to the population of each member, thus giving more weight to the representatives of Earth, but not blocking the door to a greater balance in the future satisfying the demands of the colonies. The same principle will apply to the government which will be very decentralized, interfering little with national affairs and will change its name to the Solar Confederation reflecting a more global orientation to satisfy the other planets. While the institutions will remain on Earth and the latter will still have great political power satisfying the old powers. Indeed, the Confederation only had to regulate relations between member states, the federal armed forces, federal justice, the rules related to international commerce, everything linked to the common currency if contries want to adopt it, to ensure that Federation values' are respected by member states and some international programs. The central government can take coercive measures to ensure that it is if this is not the case. It should be noted that the states were authorized to have their own army to make them agree to sign, but this is counterbalanced by the new federal army which is large enough to precisely prevent it from being surpassed by states. In addition, the federal government was able to take control of national armies in a crisis situation and can call them into battle. Finally, it also collects the contribution of each member state which is fixed in the constitution at 10% of the revenue of each government. It was able to set taxes or certain regulations on companies and on what relates to space to finance itself with the agreement of the General Assembly. A measure will also be put in place to create federal administrative zones and to appoint a government representative to ensure a federal presence in all territories. The latter will not have powers in themselves, but will help ensure the authority of the new government with the local population. The new authority found by this Solar Confederation will allow to settle and force the resolution of the last border conflicts which persisted on Earth as well as the other planets even after the agreements following the strengthening of the United Nations greatly reducing the remaining tensions between the members. It is also during this period that some countries will merge with others to increase their diplomatic weight and also for economic reasons, especially smaller countries to face global competition, while others will be created by the actions of the Confederation. The majority of the most powerful countries and powerful regional actors will however remain independent, but this situation will still create a major reorganization of the geopolitical order. In order to be on neutral ground, the signing by the countries of the founding charter will take place within the international base on the Moon which is known today as Lovell City, the largest city of the latter.
