Qualifications
Requirements
The candidates to hold this position must be citizens of the Republic, meet the necessary qualifications, be of legal age, not be the subject of legal proceedings at the time of filing their candidacy, not have been convicted of a crime within twenty years preceding his candidacy and have no apparent conflict of interest with any individual, corporation or government. Finally, if he held a high public office, he does not claim to have been convicted of a political crime or to have violated the Republican Code of Political Ethics. The candidates running to become Chairperson of the Legislature must also have served one term as senator or two terms as deputy and must receive the most votes compared to the others in the election.
Appointment
Duties
The duties of the Chairperson of the Legislature are to remain impartial and independent during the exercise of these functions, apply legislature procedures according to what is provided for in law, to respect the Constitution of the Federal Republic as well as not to exceed his powers.
Responsibilities
The Chairperson of the Legislature is responsible for the administration of the entire legislative branch of government, directing the agenda of both houses in terms of proposals or debates, distributing budgetary appropriations allocated by the government throughout the legislative apparatus and supervising the elections for the presidents of both houses. He must also appoint several leaders of very important organizations for the functioning of the State as well as for the legislature itself with the heads of the various administrative services.
Grounds for Removal/Dismissal
The Chairperson of the Legislature cannot be removed from office, the only way there can be is if he is under investigation for a criminal act or if he did not respect the constitution, which has never happened in the history of the Republic.
