A haven from prying eyes, the cops, and most importantly the corps, the Todeswalzer serves as one of many such bolt-holes across major (and even minor) cities.
These are the sorts of locals with loud music, strong drinks, access to services a normal bar or club wouldn't have, and many private rooms. All to provide the proper area and armosphere for contracts and bounties to be discussed in a way that can be reasonably deinied later.
