Kevola treaty

The Kevola treaty is the name of the treaty that officially transformed the Defence and Exploration Corps from a peacekeeping and explorations-oriented force into a fully militarised navy.   Named after a small asteroid from the asteroid belt, measuring roughly 42 kilometres in diameter, and was first discovered in 1938 by astronomer Liisi Oterma at the Iso-Heikkilä Observatory in Turku, Finland, but is named after the Kevola Observatory.   Until that point, Humanity had spread to several solar systems, but due to distance, a low budget for more ships, and so on, the routes between the systems were plagued with pirates, and some corporations were beginning to set up their own militias, which would make them able to challenge the authority of Earth. The Defence and Exploration Corps were increasingly outmatched and restrained by politics.   The Senate on Earth allowed the Defence and Exploration Corps to be stretched thin, unable to combat the growing problem of raiding pirates, which became bolder and larger over time. At some point, an urban legend emerged that the pirates had more ships and sailors than Earth.   The turning point came when a group of pirates blocaded an entire planet and the admiralty of the Defence and Exploration Corps when tasked with removing the pirates, walked into the middle of an active senate meeting, and for rolling cameras told that unless the senators got their acts together, the Corps didnt have the rescources to dislodge the pirates, let alone fight them.   The Kevola treaty was signed into effect two weeks later and gave the Defence and Exploration Corps almost free reins compared to before, the blocade of the planet was lifted by bribery as dispite the new treaty, the now UNE Navy still didnt have enough ships but a massive building program was started and within a few years the pirate problem was practically gone and the admiralty could now focus on building a proper navy instead of what they mockingly had named the "Emergency Navy".
