Sinan is the joint ruler of the Tannaman Empire with his sister, he is the Exarch of the capital of Balay where he resides. His is a Ginera blessed by Tambor , he has the ability to read thoughts and project his voice into peoples heads, he can also sense the world around him without sight. He is in charge of the non military parts of the Empire.
100 years ago he was a blind beggar on the street with his sister having to steal to keep them alive, until on he rare trips outside the great library Tambor saw them though the crowd and ordered that they be selected for training to be a Ginera.
