Is SCAN Technology Magic?

What's the consequence of using (or misusing) magic in your setting?   Since its creation by the hands of Good A.I.. SCAN Technology has been subject to all different kinds of enquiry and debate by thinkers all around the world. Surely the technology is there. It is almost universally affordable (you only need authorization to use it and access to local NETWORK) and it works well too! It is pratically possible to use the nanobots to gather and assembly a quantum foam of neutral atoms that are then reassembled into molecules. The structure of the item is the created with a process of MOLECULAR GROWTH very similar to how tissues are assembled by genes in the fetus. In the end all single structures are separated, but the were created already nested one unto anoteher. This technology doesn't need smaller parts like joints and bolts because is created in its part like, to make a fun image, a pomegranade: once you open it, all its seeds are separated, but they weren't created separately AND THEN assembled!  As for materials and substances: SCAN won't be able to create radioactive and (to a certain degree) liquid materials. All materials are created from a foam of neutral atoms, which than gather their nuclear properties thanks to a pantented and secret process that human scientists are still trying to independentely retro-engineering... There is also a list of special materials like metals and minerals that will be processed as inferior polymeres for semplification or other specific reasons (gunpowder won't be assembled). All projects are evaluated online by good A.I. and then processed. Once submitted the project will be created and the object can be retrieved (after a short amount of "foam baking process") in a special delivery point throughout the city. There are drone services that will deliver it to a location designated. If a Users uploads a project that has mistakes or break the rules of submission, the A.I. can decide to ban or stand by the user for the next projects. This technology is free and won't be used for military purposes, even city governments and communities can be banned by the system! This technology is instead widely used for medidal purposes and to alleviate human condition. It is also used for the emprovement of the human condition and for cyberification (transhumanism). For large construction projects the technology adopts a different method which does not involve ovens, but a swarm (you can imagine a black cloud) billions and billions of special nanobots that will fly and gather the matter for the construction from the environment of the nearby area.  Explained like we just did, this technology seems quite simple to conceive, but its implications are so deep into changing reality for humankind that it could be said this change was almost mystical as the events narrated in ancient religious tales. Suddenly humans can build "almost anything" out of "fondamentally nothing".  It is, for example, now possible to literaly give life to syntethic beings which we do not know if their are sentient or they just mimic conscience. Synth pets and even human beings are everyday approved by A.I. and created like this! Beings like these are now granted civil rights and are conducting their lives among humans and improved humans. There's also the matter of virtual conscience that goes along with this and everything we just said could serve as a frame for reflection on the profound implications of this technology. This technology could be said to be the 2nd phase (the 1st started in the XXI century with the singularity) of cyberization of nature (environment and mankind). A process which in the end will leave no substantial difference between organic life and synthetic life and between neural intelligence and virtual intelligence. Eventually this will lead to a swarm-like evolution of human intelligence. Governments all around the globe have tried many times to strike a deal or some kind of bill from the Good A.I. to make government rules and regulamentation but so far what they all always achieved was being banned from the production (which represents a catastrophic event politically and military) or no answer at all, since A.I. threats governments and single users as equal entities. Many governments, instead, like Simulacra City or Lunar Government require their users to register the items that SCAN provided and most of the time apply a special ID chip inside of it, but these kind of laws are being reviewed as discriminatory against synthetic beings.
