Exarch
The Exarch is the supreme leader of the Marconian Empire, holding authority over both the Church of Mancos and the secular government. This position embodies the theocratic nature of the Empire, where religious and political power are intertwined.
Election and Term:
The Exarch is elected by the Divine Conclave of Mancos, a body of high-ranking priests known as Exalted Justiciars. To be eligible for the position, an individual must have attained at least the rank of Justiciar within the Church. The Exarch's term lasts for 20 years, a measure instituted by the Great Wyrm Mancos himself to prevent any single individual, particularly those of long-lived races, from holding power indefinitely.
Powers and Responsibilities:
The Exarch serves as the ultimate authority within the Empire, setting its overall direction and goals. They supervise the Conclave and traditionally guide its decision-making process. While the Exarch rarely involves themself in the day-to-day affairs of the Conclave, their influence is paramount. However, if an Exarch lacks the full support of the Conclave, significant political tension can arise, potentially hindering their ability to effectively govern.
Relationship with Other Governing Bodies:
The Exarch also receives counsel from the Pristine Court, an advisory body composed of High Nobles from influential kingdoms. While the Pristine Court holds no direct power, they can exert political pressure on the Exarch, the Conclave, and the Wyvern Assembly (the body responsible for inter-kingdom affairs). This complex interplay of power dynamics between the Exarch, the Conclave, and the Pristine Court shapes the political landscape of the Marconian Empire.
