Vindraxos

The nation of Vindraxos is one of the three succesors of the Valmith empire, and is named after its founder and ruler Avellisse Vindraxos, the Eternal Queen. It is the only nation on Ussath Riel where necromancy is not just allowed, but where it actually forms an integral part of society. The people of Vindraxos adhere to the belief of their queen and her followers that the dead should be used a resource. The dead are risen through magical means to serve as an untiring and almost inexhaustible pool of unskilled labour, allowing the living the chance to pursue other and greater pursuits like art, politics or intellectual development. Though not all residents agree with the idea of being supplanted by these undead labourers, and not everyone feels at ease with the proximity of the living dead, it has allowed the Vindraxians to maintain a larger percentage of craftsmen, scholars, and artists, than what is common in most other nations.
To prevent abuse and make the people feel more at ease with the presence of the undead, the raising of corpses has been subjected to a series of strict rules. Firstly, only those who volunteer and have a written testament giving permission to raise them, are to be raised and used as labourers. Secondly, all raised corpses are documented and turned over freely to the state to decide where they are best employed. These two measures are meant to prevent a trade in corpses to be used for personal gain, and allthough these rules are broken at times, there are few reported cases of abuse. Thirdly, all corpses raised for service as guards or labourers are first treated to leave only the skeletal remains, so as to prevent family members and friends from recognising the deceased and being confronted with their perished loved ones, and to combat the health-risks and odour of decaying flesh. All rules go out the window, however, when faced with enemies of the state and some of the Leoni and Nesturian forces that fight in The Endless Marches can attest to the horrors of recognising and facing their former comrades in battle.
When one forgets about the necromancy, Vindraxos is actually very similar to the city states of Athis Val, except for the fact that the former is ruled by an undying arch-lich instead of a council. Avellisse Vindraxos modeled her fledgeling nation after the mage-states where she grew up and had to eventually leave due to their disapproval of her interest in necromancy. Like Athis Val, the brightest and most magically inclined are the ones in power and the Eternal Queen has made sure to gather a capable group of councillors and advisers to help her maintain her idea of an utopia.
