The Bird Watchers
I'm sure those Bird Watchers know things that could topple empires. Won't catch me using their "courier" service, no sirree. I won't have one of my letters " by accident" and them Birds seeing my business.
The Lighthouse
Perched atop a weather-beaten lighthouse that once guided warships into the delta, This aviary is now a hollowed monument of it's former purpose. While once a beacon in and out of the bay, it now sits as home to the Bird Watchers. Locals call it the Bird House now but it's its chipped, grey stone exterior and jagged crown of iron weathervanes and driftwood scaffolding might shine a light on more than the bay now.
Damp wooden stairs wind through wet stone, leading to an airy chamber of coops, ledgers, and coded messages tucked beneath perches. Seabirds come and go with ribbon-bound notes, while Bird Watchers move in and out carrying messages where the birds can't.
Messengers of the City
The Bird Watchers, themselvles, are a loose association of bird keepers, pigeon couriers, and aviary caretakers spread across Moonstone Bay. Their aviaries are unassuming—lofts above taverns, towers near sea walls, or garden courtyards thick with coops.
People of the city use them as a postal service of sorts since no such organization exists. They are applying to the Council for an official guild charter but so far have not had success.
