Sergei Fillipovich
A member of the Vory v Zakone, or just the Vory, or again, even more commonly called in Englewood just "The Russian Mafia", Sergei is both a soldier and a middle man. Accustomed to working as a point of contact between his organization and local gangs. Being that he's in Green Bay, Chicago is a bit outside of what would normally be considered local, but given their rocky start, Sergei seems pleased to be doing business in a new market.
Both Bratva and thieves often would like to call themselves nihilists and anarchists because they do not support the established government. But they govern nonetheless. They think themselves anarchists while they follow their own rules.
