Mr. Naito
One of the three lieutenants of the Yamato Rengo Yakuza in Chicago, Mr. Naito was Mr. Aoshi's right hand during the war against the O'Toole mafia. He procures and sells weapons, arranges hits, oversees ritual assassinations, and has been given the profitable position of overseeing BTL production. With Federal law enforcement rolling up members of organized crime in Chicago, Mr. Naito was hiding out in the Noose. He was killed by the EAB, where were on hire by the Almighty Saviors.
