Demographics

Ba Sing Se is by far the largest city in the world. Experts estimate that at least one billion people live here. The population groups vary greatly from neighborhood to neighborhood, and the greatest difference in prosperity is noticeable between the rings. While the Inner Ring is home to corporations with all the comforts of life, and the Middle Ring and Lower Ring is inhabited by many small business owners, bankers, and top fixers and mercenaries, most people live in the Agrarian Zone. Many are merely surviving rather than living, often scraping by as laborers, petty criminals, or mercenaries. Many people are forced to deal with one gang or another, whether as members or simply as those who have to pay protection money. Depending on the calculation, the people who eke out an existence in the sprawling slums outside the Great Wall are also counted. This number is estimated at another half a billion, bringing the total population to 1.5 billion people – not counting nomads and tourists.

Government

Officially, the city is governed by the city council, which is headed by the mayor. The mayor is elected by all citizens of the city. These elections take place every four years. However, for many decades, only corporations have been nominated, and journalists who attempt to expose corruption in the city council suffer “unexpected accidents.” The Beifong family in particular dominates city affairs with selected mayoral candidates, who are often only opposed by candidates from other corporations. It is not uncommon for two Beifong candidates to face each other. This often results in low voter turnout. This declined further after a law deprived criminals of their right to vote. The city council itself is composed of representatives from the city's districts, but the Agrarian Zone has historically been excluded, with little effort to change this.

Defences

The city has maintained its iconic walls for thousands of years. The outer walls effectively keep people out. The wall itself is equipped with gun turrets, drone hubs, and anti-climbing defense systems. In addition, local corporations operate private armies, FSM fleets, and their own drone swarms.

Industry & Trade

Ba Sing Se is the main hub for all kinds of trade in the Earth Republic. Only Republika comes close to the megacity in terms of its location and trade volume. Economically, Ba Sing Se accounts for the lion's share of the Republic's production. Every mega-corporation and many smaller corporations and companies produce goods and services. Even in the slums outside the outer wall, trade flourishes among nomads and the poorest people, mostly through barter.

Infrastructure

Transportation

Ba Sing Se has an extensive road network with varying road quality. Closed depots bear witness to a former city bus connection. On foot, gangs and forgotten construction sites block the sidewalks. In addition to the satos, people take the subway or the monorail, which are operated by subcontractors of Beifong Steelworks.  

Long-distance transportation

The poorest travel from place to place with the help of nomads. They use the desert roads, which are of poor quality and sometimes interrupted, to reach other cities. The usual way to travel to and from the city is via the Beifong Railways express connections. The wealthiest have access to several FSM airports.  

Basic services

The city also has a complex power grid, which is fed by nuclear fusion and wind power in the Badlands. Tap water is supplied by corporations, but it is not drinkable, if it is water at all.  

Net

The city consists of countless sub and sub-sub networks used by companies, corporations, and residential complexes. Attempts to reconnect the city to a global network have failed. The city also has numerous shadow networks, which are visited by brave (or foolish) netrunners in order to recover valuable lost data..

Districts

Inner Ring

The Inner Ring is reserved exclusively for the most influential corporations. Megacorporations such as Future Global Industries and Cabbage Corp. have large branches here, Beifong Steelworks even has its headquarters here. In addition, several influential corporations reside here, such as (TO BE COMPLETED). The global stock exchange also has a prominent presence here.  

Middle Ring

The Middle Ring is a wealthy neighborhood. Most corporations live here, as the Inner Ring itself is too expensive for most corporations. In contrast to the high-security zone of the Inner Ring, there are also many workers here who work in the company buildings, corporate apartments, and the train station.
The Station District
The center of the station district is the Beifong Railways express train station, which serves as a hub for most travelers. Many homeless people have settled around it, but they are regularly driven away by the city council. Hostile architecture and a heavy police presence characterize the cityscape.
The government district
The government district is home to the city council and the offices of the politicians of the Earth Republic Parliament.  

Outer Ring

Contrary to its name, the Outer Ring is not the outermost district. Historically, it was the poorest and largest district for workers and craftsmen. The development of the agricultural zone radically changed the image of the Outer Ring. Here you will find many civilians, workers, and employees who can afford the expensive apartments.  

Agricultural Zone

The agricultural zone is the largest area of the city. The lion's share of registered and, above all, unregistered residents live here. Crime is so bad in some neighborhoods that the police do not arrive at all or arrive very late when shootings occur. However, most people who live here are happy to have found a place within the walls of Ba Sing Se, as conditions in the agricultural zone are bad, but not as catastrophic as in the slum zone around Ba Sing Se. The name “agricultural zone” derives from its historical use as an agricultural area. With the large-scale development (YEAR STILL MISSING), the zone was slowly converted into residential space to keep pace with the rapidly growing city.
