The empire rulers over many planets across the Expanse, but can only communicate via, hand delivered communications, or lightspeed radio, so a feudal system has arised with most planets or systems being mostly independent, but paying taxes, and levies to the homeworld. Some systems may not even know they are controlled by the Kuplez except for the governor or planetary emperor that pays tribute. Some systems may not even be fully inhabited by Kuplz, although they will never admit to it.
Systems in the empire may range from being highly technologically advanced, being close to earth circa 150 years ago, all the way to being close to 20th century earth with a warp capable spaceport. Highly advanced systems are connected via an array of stations across the planetary system, with interconnected transporter systems.
Fleets
The Empire boasts a massive fleet comparable to many other powers, but heavily technologically outpaced by other galactic powers. Each prominent planet has a massive fleet with the largest being the High Emperor's, and minor planets may only have a single warp capable vessel.
These ships are equipped with kinetic accelerators (rail guns), nuclear torpedos, and pulsed laser cannons.
