Realm of the Dead Vs The Sheep

In this case, ‘shouldn’t’ definitely varies according to the reason why someone is coming to the Realm of the Dead. The Veil separates the realm of the living from the Realm of the Dead and it has many layers like dozens of curtains layered upon each other that separate the two realms. Any who are released from their mortal, or immortal, coil are led by The Shepherd, Goddess of Death, to the realm of the dead where they rest until it is time for their next turn in the realm of the living. There is no issue with people going there as long as they are dead. The issue arises when those who are among the living try to pierce the veil which is commonly done by a group that worships The Shepherd.

The very loyal, and unwanted, followers of The Shepherd call themselves ‘The Sheep’. This particular group uses a rather unorthodox method to worship their goddess and that is to nearly kill themselves so that they may see her beautiful visage across The Veil before she sends them back to the world of the living. This cult group even has a division of researchers who frequently hunt for ways to get across The Veil without fully dying, though many of them do not mind if there are permanent effects since this means they can always be in closer proximity to their Goddess but they choose to stay among the living so they may share their findings so that others may also bask in their Goddess’ glory.

Across the lands there are those that claim themselves as Sheep, even though they are not part of the main faction. The cult practices, much to the dismay of their goddess, can be found world wide in all pockets of civilizations and is a never ceasing source of stress and annoyance for The Shepherd, though she would never act on it and simply sends them back to where they should be until it is their time to properly come across the veil.
