Government
The Leader of Ripir is chosen though gladiatorial combat and must pass through a series of tests and classes to become a political leader who understands trade and the relationships between city states and the tribal lords. Taxation is paid annually to the Ruktari Coalition to fund the defense of Rexium / Shilari and the war effort, taxes are only collected from Nobility and the City State Leader. The defense of Rexium is charged to the current leader of Ripir.
Defences
Ripir is known for its formidable soldiers and their love of battle. The Structures of the city are made of stone with large walls (25 feet high) and towers positioned every 20 or so meters apart to provide protection to the citizens. 607 trained warriors serve in the capital's defense, and a militia of 9,861 can be mustered in case of attack. The sheriff is Theodoric Hamilton, Male Human.
Industry & Trade
The trade from this region is mostly serviced based with the exception of the Sothern border of the reservoir which plays host to the lands most prized wineries and vineyards.

History
The Ruktari Coalition was formed by the lords of 3 City States and 4 Tribal Chiefs after the first Invasion of The Holy Trynnien Empire, which resulted in the sacking of the City of Shilari (Rexium) after the Ruktari Lords rallied around the Fallen Lord (Ragul) and pushed the invading Trynnien forces out of the city, which they left burning to the ground. After the city was retaken, the Lords of the Lands Formed an alliance with each other and the 4 chieftains of the great tribes, together they formed the Ruktari Coalition to protect the lands beyond the Trynnien Empire and to defend the City of Shilari(Rexium).
Points of interest
- An arch of dark stone, said to entomb an ancient and powerful demon.
- The Guildhall: A grand half-timbered building, once an aristocrat's manor. It contains a large meeting hall and several smaller rooms, and is shared amongst several local trade guilds.
- A tall spire of hewn stone, said to entomb a relic of Appon, Lady of the Earth.
- The ruins of Mousileo Tower.
- The Watchtower: A sturdy half-timbered building, headquarters of the town guard. A bronze statue of a goddess of protection stands in front of the building.

The lowborn of the Ruktari and tribes seek Ripir as a chance to elevate their status through the gladiatorial arena.

Geography
Found in the southeastern portion of the Joined Lands the City State of Ripir is the closest major hub to Rexium / Shilari. Lording control over the reservoir and the lands between Rexium and the City proper of Ripir.
Natural Resources
The Ripirians dredge the reservoir to recover wreckage to salvage and transform. Ripir is primarily a service based economy with small farming and fishing operations near the coast and reservoir.
