Uturulaqta
Uturulaqta is seen as the sister city to the capital, located on the southern river border with Valinoth. Stone walls surround the city on all sides, with gated docks present on the river side. The region is home to the apex tiger Der’Uturu, first encountered in the river battling the dire crocodile Der’Qaraya for dominance. The site of that fight now is home to a river shrine, where rituals take place for the acolytes of Der’Uturu. The fondness for water displayed by tigers in the area is rarely seen in the river itself, due to the odd characteristics of submersion in it. Only the great tiger himself, as well as Der’Qaraya, seem to be immune from harm. Boisterous inhabitants have been known to swim the river, and it is not uncommon for such individuals to suffer for it. Roof gardens are seen on many homes, though much of the food comes from fishing and hunting. While Khatlaqta is known for its active nightlife, the opposite is true of Uturulaqta. Observers of the tiger have noted that he is active at day and night and so prefer to show off their strength in full light for others to see.
Out of desire to ensure that the people of the city are always fed, one skilled hunter was marked by Der’Uturu. Kawallpa bears his scars with pride, using his gift to help the inhabitants of the region. Many have expressed a desire for him to take up leadership of the city, but he has rebuffed the role. He desires to protect, not to lead. The people of the city know that if in trouble, they can rely on him for help in most matters.
The city is led by Chief Hatun. He is a lithe man, both strong and agile. Though never marked by the great tiger, his skill with the claw gauntlet and sheer ferocity has kept him in place a leader of the city for many years. Hatun takes largely reserves his influence over the city to that of ceremonial duties. Beyond this, his is extremely outspoken about the greater strength of tiger over panther.
