Exerpts from Orrian Kaelen's First Magical Edict

By Order of the High Emporer of Sotaria the use of minor Magic(s) is permissible.   Minor Magic(s) are defined by the effects they have on life, and surroundings... [Paragraph 1.1] Effects permissible under the Minor definition are: 1. Transfigures no more than 1 cubics of matter 2. Has no offensive or harming effects on Living Creatures. 3. Does not effect the mental state of Sapient Life. 4. Requires no living sacrifice. 5. Cannot effect more than 2 non sapient creatures at a time. 6. Cannot summon, create, or control anything larger than 3 cubics.   The criminal nature of Major Magic(s) is still secure, and at this time includes all magic that breaks the above standards for Minor Magic (See Paragraph 1.1)... [Paragraph 4.2]   The nature of new spells, or magic reported or noted by law enforcement is subject to be ruled as specifically Minor or Major Magic(s). [Paragraph 5.1]   A special commission of Magically Specialized law enforcement will be created immediately. [Paragraph 6.6]
