Rak Dolai
The mighty citadel of Rak Dolai is an authoritarian city-state ruled by a powerful cabal of mages. The beacon atop the grand tower of Rak Dolai harbors great arcane power, amplifying the abilities of the city’s spellcasters, but also attracting danger. Demons and devils of all kinds are drawn to the beacon like moths to a flame, so the citadel must always be on high alert.
To combat these threats, Rak Dolai is kept under iron-fisted rule. Secret police roam the streets, searching for fiends in disguise and hunting those who would seek to steal the beacon’s power for themselves.
The citizens of Rak Dolai live in fear that their family and friends might be informants, and paranoia is the standard way of life.
Despite all this, the citizens of Rak Dolai are safer here than almost anywhere else in the wasteland. So long as you keep your head down, the Great Beacon is a safe and relatively prosperous place to live.
Demographics
The population of Rak Dolai is dominantly citadel dwellers. The most common races are aasimar, dwarves, humans, gnomes, and half-elves (of the high elf variety).
Occasionally, envoys from the wasteland are permitted entry to Rak Dolai, but this is rare. Wasters who come to Rak Dolai are viewed with curiosity and suspicion in equal measure.
Government
Rak Dolai is ruled by a cabal of archmages who draw on the Beacon's power to protect the citadel.
Defences
The bulk of Rak Dolai's defense force is guards armed with crossbows to protect against aerial assaults. The parapets around the citadel are mounted with heavy ballistae and mangonels for similar purposes. The squads of guards around the citadel are augmented with mages, usually one for every fifteen guards. These mages are typically trained in evocation and abjuration to effectively attack their foes and defend their allies.
Guilds and Factions
Rak Dolai's most important guild is the Mages' Academy. Mages train to protect the citadel and join the guard, where they have a mandatory 15 year service period after education.
The citadel is also infamous for its use of secret police. Informants throughout the citadel report to mages that have been trained in enchantment, illusion, and divination. These mages excel at rooting out threats and extracting the truth from their targets, by any means necessary.
