Storm's Refuge
Come your criminals, your wanted, your fiends, unto the embrace of the Sky-Warden. Storm's Refuge is one of the last bastions of Giant civilization on the Eastern Shores of Sanctum. After being forced from the Southcliffs, giant kind was pushed to the fringes of society. One of them, an ancient Storm Giant King, escaped to Hassera where he waded through hordes of demons to build his keep within Basalt Refuge. Eventually, coastal raiders came to attack and raid his shores and afterwards traders. He eventually began to invite them, hiring them to raid other lands on his behalf and was a driving force behind the formation of the Leviathan Syndicate.
The Leviathan Syndicate has an enclave there but the official treaty and the Fisher King denounce their actions constantly.

Demographics
Youre looking at about 40% Saughain, 20% Locatha, 15% Triton, 5% Human, 5% Tiefling, ~1% everything else.
Many are sailors or pirates of some kind as well as merchants, rogue mages and bounty hunters. Its a haven of crime.
Government
One Rule, when Nixus calls, you come. It's that simple, for all the crime and living of life you can do, you pay with service when you are called on. Most of the time, you are even rewarded again with treasure and that's a pretty good deal.
