Empire of Mirrors
Expansionist Empire to the north of Rafrie.
No allies and wary neighbours - pacts of self defence have been signed against it - famously the Treaty of Fleurone.
Structure
Run by an Emperor who holds power through a combination of the military and powerful underlings - Underlords. The Underlords each administrate an area of land, or are otherwise responsible for portions of the government. There is significant overlap between these resulting in both a method of crosschecking but also significant inefficiency.
Culture
There is an indoctrinated wariness of cultivators that borders on hatred in many quarters. In different areas this is either supported by or caused by the ruling class. In either case, as it benefits the ruling class, they encourage this sentiment.
Public Agenda
To bring the world under the enlightened and beneficial rule of the Emperor.
To protect the world from the evil of rogue cultivators.
Military
The military is mainly vast hordes of poorly trained levies who can be called upon and dismissed as needed. These levies will me allowed basic cultivation to allow them to fight, however they are not allowed to become too powerful. Any who do will either submit to Soul Binding or have their cultivation stalled or crippled depending on the level of threat they are deemed to be (or on the whim of the judge).
This is backed by a highly trained and high cultivation level elite force that controls the military and is absolutely loyal to the Emperor.
Foreign Relations
They have poor relationships with most countries due to expansionism.
Laws
There are strict laws around taxation and movement to restrict the freedoms of the citizens.
Cultivation is strictly barred if not explicitly sanctioned by the government - providing the Emperor with an overtly powerful force to call upon and keeping the populace down.
Agriculture & Industry
Large rural swathes with planned crops.
Centralised industrial plants mass-producing items for sale.
