Purpose / Function
The Black Spire was constructed shortly after the ending of the Roma Crusade, to be a place for the newly-formed Roma Conclave to operate from. It has housing for 1,700, not including the requisite crew needed to run the station along with a brig that can hold 500.
The Spire holds the most important of trials, be it between Inquisitors, or a high value enemy. It is rare for someone to walk away from these trials innocent, and the Spire holds all necessary items for prolonged imprisonment or devices of torture and execution.

Architecture
The Spire is built with a black stone, making it near invisible at distance. It is a mess of Gothic architecture, with expansions being placed wherever they are needed without thought of how the station looks.
