Ryoko Owari Toshi, famously known as the "City of Lies," is one of Rokugan's largest and most prosperous cities, resting along the River of Gold in the Scorpion Clan’s province. Officially, it is a vibrant center of trade, industry, and diplomacy, while unofficially, it is a place where shadows linger behind every corner, secrets are currency, and nothing is as it seems.

The population is primarily Scorpion Clan samurai and citizens, though the city’s reputation as a trade center and "city of opportunity" attracts members of every clan, from wandering Ronin to Unicorn Clan merchants and Crane Clan artisans. Lastly, there exists a shadowy underclass of criminals, gamblers, and opium addicts who fill Teardrop Island and live on the margins, unseen and largely ignored by the city’s officials, save for when their actions draw too much attention.   The Scorpion Clan’s rule over the city also means a steady presence of Shinobi, or spies, who operate among the populace in secret, often unknown even to one another. Ryoko Owari’s cosmopolitan nature, coupled with the Scorpion’s careful control, makes the city a melting pot where ambition, secrecy, and survival intermingle.

Government

The city is ruled by Governor Shosuro Hyobu , a powerful figure known for her deft handling of the city's complex web of political alliances, trade negotiations, and veiled threats. As the official ruler, she is feared and respected, a symbol of the Scorpion Clan's grip on Ryoko Owari and its enigmatic allure. Though she outwardly enforces order, her true motivations remain ambiguous, even to those closest to her.

Industry & Trade

Ryoko Owari Toshi thrives on its expansive industry and complex trade networks, anchored by its pivotal role in the opium trade. The city houses numerous warehouses, workshops, and docks to accommodate the high demand for local and imported goods. The opium industry, overseen by powerful Scorpion merchants, generates wealth and influence, drawing buyers from across Rokugan. Additionally, Ryoko Owari is known for its sake breweries, textile production, and skilled artisans, whose craftwork finds eager customers among visiting merchants and nobility alike. With its vital location on the Thunder River, the city serves as a bustling trade hub, connecting various clans.

Merchant Quarter: The city’s commercial heart, the Merchant Quarter bustles with artisans, traders, and merchants peddling wares from every corner of Rokugan. This quarter is where legal trade happens in the light of day, while more clandestine transactions are whispered about after dusk.
  Fisherman’s Quarter: Nestled along the river, this is where the city's fishers and laborers work tirelessly, supplying the rest of the city with goods from the River of Gold. Life here is hard but honest, and the people hold the city’s pulse, if not its purse strings.
  Noble Quarter: Home to the mansions of wealthy samurai, ambassadors, and city officials, this district radiates wealth and refinement. It’s also the center of local governance and Scorpion Clan presence, with the governor’s palace casting a watchful eye over the city’s affairs.
  Teardrop Island: Accessible only by ferry, this infamous island in the river caters to the darker desires of the city’s elite. Teardrop Island is home to opulent brothels, sake houses, and gambling dens, all operating under the veil of Scorpion hospitality. It is where pleasure-seeking samurai and merchants can spend their fortunes—and sometimes their lives—on luxuries that are rarely found elsewhere in Rokugan.
