Shift
Often interpreted as a manifestation of the Eternal Link, the Shift is how any matter which is torn between different perspectives of reality is called, like a peek through the seams of existence showing how another person sees the world. These materials, called Rupa, often course through many perspectives at once and therefore inherit many properties, sometimes even ones that are incoherent with the laws of nature of the reality they're appearing in.
"Hypothetically, if an insane person alone believes something so strongly they can actually feel it, isn't that person's reality different?
If they are able to believe it so strongly, with every aspect of their mind and fiber in their bodies, to a point where their perspective breaks through and convinces or influences everyone else's perspectives to become exactly like theirs; doesn't it become reality?

Manifestation
The execution of shifting through the exertion of perspective is called Describing, which in turn produces the energy known as Flux.
Describing, in the simplest terms, means that if you can really see/perceive something or some aspect of something in all of its intricate complexity and glory, it exists and it is there. Even if that wasn't a fact 5 seconds ago, now it is.
However, describing something in its entirety, from scratch, is widely considered impossible by the researchers in the Seer's Scope, yet through years of learning and training, simpler usages of the Shift are often practiced by Describers, although it is still really difficult to accomplish without the help of a Foci, other Soma, or an Emanation's assistance.
Faith, or belief, isn't enough to Describe, it may still help or even get in the way of achieving it, but to entirely bring something into reality one must know every aspect of its limited existence, they'd need to know and perceive how much every atom weighs, and its taste, smell.. etc. However, the subject could have a twisted version of that perspective which is entirely wrong, but knowing of its existence completely in spite of what it is would still produce a Rupa. That means one cannot only imagine a material or structure, as doing so would simply undo the entire process, they would have to simply know it as a fact.
All in all, no one is that insane, or at least it is considered to be clinically impossible to hallucinate to that extent. That is why it requires training, study, Foci, self-hypnosis/hypnosis, guidance, illusions, mental rituals, psychological conditioning, and other less known methods to achieve such manifestations.
It is heavily suggested in studies that such phenomena are only possible due to how thin the veil of perspective is in Heir. The short answer to "what can you can do" is "Yes", how to achieve it is solely left to the beholder's creativity.
