Inspiration: Fallout Hoover Dam with Project Purity (GECK for mass purifying)

A Hydroelectric dam with a city around it

Water-backed currency, well funded city guard, lot of wastewater treatment, laundry services, perhaps a form of 'travel water' that basically is soda

Evaporation Cover to keep the main reservoir's water, the whole settlement's existence, less water. Also frequent scourings of algae. Protect and maintain the water.

History: Was an old Dam pre-conflict, and it was left intact. An expeditionary force of a high-tech group found it and established it as a base. With the acquisition of a terraforming device, it was able to purify the entire river, providing a major source of clean water for the region.

With this newly established source of water, the high-tech group decided to establish itself. It would distribute the water with the help of several local merchants, building up the Dam as a stronghold, and the people followed.
A few of the group left to establish in a nearby military base to continue their technology retrieval.

Laundry Services: Always looking for detergent. The Laundry is massive and provides a much wanted old-world luxury, washing countless items of clothing a day.

Rad Crab Population Collapse: The sudden influx of semi-purified and especially radiation free water was a massive shock to the ecosystem, most notably a variety of Rad Crabs. These crabs were a popular and steady food source, but with the lack of radiation, their shells and general growth was unexpectedly stunted.

Several Crab Hunters are mad at the loss of their lifestyle, but there is a crab preserve being made, full of irradiated water and fed for basic ranching.
