The Blue Hag, overcome by grief, went to a mountain and cried. Her despair and sorrow so powerful the mountain froze.
Adventurers who find the source of this unbearable cold cannot just kill the Blue Hag, the magic won't go away just because she dies. They have to deal with her grief and the storm will abate.
Perhaps it is a Storm Giant instead, who let themselves become a winter storm to stave off death.
