Guì xià
The emperor's decree that a fleet to rival that of Drydale should be built has enriched the Guì xià, the organization which runs the ship license registration office in Harperrim . This group also runs a protection racket in the eastern section of the city. They are fiercely loyal to the emperor, and crack down on anyone who speaks ill of him or his representatives.
