Rank Five: The Eternal Star

Though the Churrians largely moved away from their military origins, generations of martial structure integrated with Churrian life are difficult to replace. As such, though many Churrians operate in largely civilian roles, every member of the Sanguar Institute is expected to hold and maintain a rank based on one's education and level of expertise. While there are nuances in this structure to denote further specialization or operational roles, every Sanguar Institute member is expected to operate underneath one of five different umbrella ranks.   Considered the hardest and most impressive rank possible to achieve within the Sanguar Institute, those who manage to accomplish the rank of Tu-ulam are considered the best of the possible best that the Institute has to offer. Given wide responsibilities and bearing the immense weight of the Churrian's humanitarian dreams, these special individuals are the bright lights through which the Sanguar Institute can orient itself in the chaos that is Refuge.

Qualifications

Considered the final rank, individuals aspiring to Tu-ulam have to have not only demonstrated great competency at their chosen professions, but have also pushed the field to a degree that both improves the profession's overall knowledge base and also improves its ability to be utilized within society. These individuals are considered to be the ones who are the foremost experts in their chosen fields as well as in all matters pertaining to them, and they are respected as such. To receive this distinction requires a near-universal agreement by their peers, as well as their chosen work being collected and reviewed for accuracy and social good by a Professional Standards Council made of at least five other Tu-ula who are respected in the same or adjacent fields.

Requirements

There are no requirements for receiving a Tu-ulam rank beyond having already received the rank Tu-ula, which demonstrates competency, and the understanding that the work they have since performed goes above and beyond the typical expectations of duties. This rank is considered to be the hardest rank to acquire because the demands necessary for it are more than performing your chosen profession well.

Appointment

When an individual receives this rank, there is often a facility-wide ceremony enacted, which allows for the distinction and the reason why it is being presented to be publicly shown. This is generally followed by a public celebration in recognition of this new rank. Should the facility be large enough, this is also followed by a formal invitation to advisory councils made of similarly qualified individuals to resolve region-wide crises, as well as help in the establishment of new Sanguar Institute divisions to resolve these crises.

Duties

Considered the best that the Sanguar Institute can offer, the duties for those of rank Tu-ulam are simple, to help the Sanguar Institute to maintain and grow in the ways that they are uniquely able to provide. As their abilities and desire are no longer in question, this is considered a formality at best.

Responsibilities

The responsibilities for a Tu-ulam are wide, varied, and vast, including acting as advisors, disseminating their discovered knowledge to others in their field, resolving facility issues as necessary, managing large work forces, and maintaining critical infrastructure important to the survival of the Sanguar Institute.

Benefits

Much like those of rank Tu-ula, those who earn this rank also achieve great influence within the Sanguar Institute in terms of its division of resources. However, they also have special access to one incredibly important machine that is core to nearly all Sanguar Institute facilities. Often called the Vault, this device allows not only access to the facility's inner workings and a backup of their collective knowledge base, but also provides access to near-forbidden information that the Churrians have purposefully kept locked away from use except in the most extreme circumstances imaginable. That said, access to this restricted information is not as simple as receiving the rank of Tu-ulam alone. It still requires at least two other Tu-ulam to consent before any information is allowed to be revealed.

Accoutrements & Equipment

Like all other Sanguar Institute members, every Tu-ulam is given a simple representation of their rank in the form of a basic insignia to pin onto their clothing. In this case, a symbol of five golden eight-pointed stars aligned in a completed circle to represent their eternal commitment to the Sanguar Institute's mission.

Grounds for Removal/Dismissal

As the requirements to receive the rank of Tu-ulam are incredible to begin with, mere prison sentences are considered not enough for individuals bearing this rank. As their very presence would be a significant and immediate danger were their knowledge to ever fall into the hands of those who would abuse it, execution is considered the only possible answer to this degree of betrayal. As such, former members of this rank are given the rare privilege of being hunted down by specialized hit squads should they evade initial capture.

Once established, this rank is considered to be attached to the qualifying individual indefinitely unless extreme circumstances were to cause a complete revokation of the individual's citizenship within the Sanguar Institute.
