Fourth Rank: The Shining Star
Though the Churrians largely moved away from their military origins, generations of martial structure integrated with Churrian life are difficult to replace. As such, though many Churrians operate in largely civilian roles, every member of the Sanguar Institute is expected to hold and maintain a rank based on one's education and level of expertise. While there are nuances in this structure to denote further specialization or operational roles, every Sanguar Institute member is expected to operate underneath one of five different umbrella ranks.
Also called brightbacks because of the sheer display of rank upon their person, along with the common thought that they 'shine' among their peers, Tu-ula are considered to be those who have mastered their chosen discipline to a degree of great competence. Considered reliable veterans and leaders, the Tu-ula manage the Sanguar Institute's many members, resources, and crises to a degree that sees their facilities not only survive but flourish.
Qualifications
For an individual to qualify for the rank of Tu-ula, they must not only demonstrate competence in their chosen line of work but also notable mastery over its various facets as well as its overall benefit to the Sanguar Institute. A Professional Standards Council reviews this potential mastery, which is comprised of at least three others who have achieved the rank of Tu-ula in that chosen field. This review includes peer considerations, work history, demonstrated leadership skills, and an intensive interrogation related to the individual's work methods and philosophy.
Requirements
While there are no official requirements for achieving the rank of Tu-ula, it is considered respectful to spend extensive time in one's chosen field, generally around 12 to 15 years, as well as have made notable achievements within it.
Appointment
Much like the ceremonies noted for those achieving the rank of Tu-ul, those who achieve the rank of Tu-ula tend to have relatively private affairs with celebrations afterwards generally including close friends and family. However, it is not uncommon for those within the same field of work to throw larger celebrations as well.
Duties
The duties of the Tu-ula are simple: To maintain order and further their society's humanitarian mission. As they are the rank that most others within the Sanguar Institute will look up to in times of crisis, they are expected to maintain a level head and demonstrate competence at any challenge they face. To fail, after all, might not just mean that those they are trying to help may perish, but so too could those they watch over as well.
Responsibilities
While the expectations for maintaining the practical nature of one's chosen field of work are still expected, those who reach the rank of Tu-ula are also generally expected to manage other workers underneath them, keep track of essential infrastructure, if applicable, and handle crises as they arise. Considered the de facto leaders of the Sanguar Institute, these individuals maintain the present and the future of the Sanguar Institute's humanitarian mission within Refuge.
Benefits
Privy to the benefits of the rank underneath them as well, Tu-ula also have access to a wider range of resources necessary for the performance of their specific roles. This can include access to critical infrastructure, the requisition of unique equipment, and perhaps most importantly, a workforce of assigned professionals that can help them meet their goals.
Accoutrements & Equipment
Like all other Sanguar Institute members, every Tu-ula is given a simple representation of their rank in the form of a basic insignia to pin onto their clothing. In this case, a symbol of four golden eight-pointed stars aligned in a diamond to represent their refined skill.
Grounds for Removal/Dismissal
Due to the privileges and knowledge that Tu-ula are privy to, their consequences tend to be equally severe should they be found to be breaking the law or betraying the Sanguar Institute's humanitarian mission. Because banishment may cause the infringing Tu-ula's knowledge to fall into the wrong hands, lengthy prison sentences and, in especially grievous cases, execution are considered appropriate measures. Their rank, of course, is stripped, and they are no longer considered a viable citizen of the Sanguar Institute.
