The riots in Gazefall

At some point it was found that in Gazefall there were a large group of changelings living there. Through both panic and racism large groups of humans and elves started killing anyone who they suspected as a changeling resulting in both the Order of the Holy Fire and the Jewel Arcanum to step in and stop the riots, even though by the time they did over 30% of the changeling population of Gazefall had been killed along with 3% of he human and elven population.
