Mr. Mysteries' So-True Histories Episode 18 - Collapse of Sanctum and the Neohuman Recognition Accords
Hello Eager Learners! I am Mr. Mysteries, formerly of the Learned League, and this is my KARENcast series on the history of our Reality, Reality 69. Our previous episode covered the appearance of Avskildhet and the foundation of Sanctum on the island. Our episode today will cover the collapse of Sanctum and the Neohuman Recognition Accords.
After Sovereign Gold's assassination, the citizenry of Sanctum fractured even more than it already was. The Learned League attempted to hold the government together and was able to continue providing services and infrastructure support for another nine years, until 1978. During this entire period the population of Avskildhet, which had been steady growing since it's creation, began a steady downturn. This was due to both emigration back to other countries and loss of life in factional conflicts.
With the death of Sovereign Gold, many of the members of her leadership council, including the Learned League members, wound up fracturing into various caucuses. The collapse was slow, but seemingly inevitable once begun.
The population of Sanctum always seemed quick to physically engage when emotions ran high, and due to the often extreme effects of Neohuman abilities casualties and collateral damage were common. Unfortunately, rapid healing of others is a very rare ability among neohumans, actually more easily achieved via magical means. Only some experts include magic users in the population of Neohumans, but there were many that had immigrated over the years. But even so, they were not enough to address the need in many cases.
It is a perhaps a good thing that the issues among the Neohumans of Sanctum were so seldom covered in the media of the rest of the world. Away from Avskildhet, the development of a society that incorporated neohumans was slowly developing, although each country of course achieved this in their own way. The first openly Neohuman representative was William Percheron (D-CA), elected to represent California District 17 in 1968. There were suspicions of Neohumans elected to offices previously, but this was the first Neohuman to feature their abilites within their campaign.
Neohumans began to make inroads in business and other social interactions and day-to-day life began to smooth. This was codified in the Neohuman Recognition Accords, a series of national and international laws and statues that required registration of Neohumans and Exos and assured percentage representation of humans in the layers of society. While Neohumans had their own innate abilities, humans still held outsized economic and political power.
The UN acceptanceof the Neohuman Recognition Accords on August 10th, 1977 signed by 133 countries marked the death knell for Sanctum. Due to ideological and political differences the Learned League dissolved in 1978 and Sanctum fully collapsed. By this point the population of Avskildhet had dropped to less than 50% of it's peak. Those Neohumans that remained on the island were either hermits or isolationists, or members of larger "gangs", often ideological or idealist blocs that lack sufficient numbers to be truly self-sufficient and expansionist.
