Floaters
The Floaters are a fleet of exploratory ships based in Atraxia primarily based in the Baxatran sea off the west coast of Ambion.
Structure
The Floaters are led by the Buoyant One, also known as the Captain of Captains. The leader interfaces with other organisations and does the boring political junk, unless they have shipped out to sea and delegated. Next are the Admiralty Board, who oversee operations, ship deployment, recruitment, maintenance, again until it gets too boring. At the bottom of the leadership structure are the Captains, who the Admirals are drawn from. The Captains run the ships, and are responsible for following directives (unless something more exciting comes up).
Culture
The Floaters are about as organised as the rest of the gnomes, which is to say they all generally pull in the same direction but are very prone to distractions. Many ships fail at sea due to unsuccessful mid-journey modifications, and the primary goal of any voyage is to find interesting things, so there are many mishaps with undiscovered dangers.
