Bomei
Nailed to the underside of the Hidden City's cliffs, Bomei is home to those cast out from the tranquil city above. Home to smugglers, thugs, and murderers, few travelers choose to make the perilous descent down the cliff's rickety walkways to the settlement. Those who do choose to come, usually do so with a purpose in mind. Just because violence is forbidden in the city above doesn't mean that its residents don't need violence done sometimes.
The criminals of Bomei make a living doing the dirty work of those in Shinoyama who would rather not get their own hands dirty. Discretion costs extra of course; no one wants their honor soiled by dealings with the degenerates under the cliff.
Government
In Bomei, might makes right. Uranishi Naizen is the top dog in town for now. His word isn't law, but his fists certainly quiet a room when clenched.
Industry & Trade
In addition to mercenaries and smuggled goods, Bomei trades in a commodity the people of the Hidden City are starved for: spectacle violence. The fight rings under the cliff are packed full of law abiding citizens roaring for blood on any good night.
Infrastructure
There's no lack of supplies coming into town, albeit by the risky walkways down the mountain. As the only place to get illicit goods in the area, the mercenaries of Bomei have their bellies full and the taverns are well stocked.
The structural integrity of the town is another matter entirely. No architect in his right mind would dare try to take on this project, not that any have ever been asked. Where it's not a common occurrence, buildings do fall from the cliff side. Especially when their owners displease the other residents.
