The Watchers
Deep into the underworld, there is one gang that has been active for so long that it rules all of the unlawful activities. It is up to the Watchers to handle security issues that their dependants and clients hire them for. Popular opinion says that it is them who actually matter in the city as they are knee deep in every industry.
Their leader is a man who goes by the name of Juan, however it is not know if that's his real name. He got his place by beating all of his competition himself over the years and claimed the unofficial crown for himself. This did not last long, as Butch Sinaran didn't take long to beat some sense into him. Now, they are nothing more than goons who have many ways to fuck with people.
Drug trafficking, bodyguards, owners of forced labor camps, they are resourceful fellows.
