The colonists who departed Terra, some of whom settled on a world they named New Terra because of its remarkable similarity to their homeworld, had undertaken their journey in the first place in the hope they could avoid encounters with non-Human civilizations that might spell the end their species' existence. This hope was called into question just two short standard years after establishing their new home. The arrival of the T'ka'an started a process that would shift the attitudes of Humans on New Terra. The more recent encounters with the Scasaleseans greatly accelerated this shift.

The T'ka'an were peaceful and friendly, but they possessed mental capabilities that Humans had considered paranormal fantasy before their meeting. The warlike Scaleseans possessed military technology superior to their own. A human named Karan Nijibutu, alarmed by the cautious, appeasing gestures being made by the New Terran officials of her time, attempted to get Humanity to take a more aggressive stance.

The Declaration

Nijibutu appealed to any Humans that would listen to her by attempting to remind them of their history. By selectively choosing - and often embellishing - events from Terra's pre-galactic history, she wove a narrative wherein Humanity again and again improved itself whenever two rival cultures clashed. Her message was that as long as Humanity maintains its will to succeed, it would not only survive, but prosper from encounters with non-Human species. She summarized her points in a manifesto of sorts that she titled the Declaration of Destiny.

The "Official" version is a Digital Holorecording by the author after being installed as "First Human" of the New Terran Hegemony on the date it was declared the "Founding Document".

Originals of both are kept in the Library of Records in Nubuwaires, New Terra. Countless digital copies exist throughout the Hegemony and beyond.
Nijibutu's small following grew into a socio-political movement, with the Declaration as its founding document. The movement officially registered itself as a political entity in the year 632 of the Persean Era, naming itself the Preservers of the Destiny of Humanity. Its members were initially referred to derisively as "Divine Righters". Membership in this group was never very significant; the vast majority of the people felt their ideas were extremist at best and downright ludicrous at worst. But the 10% or so of the population that did join over the next several years were quite zealous in their belief of the movement's principles. Over the years, the movement had gotten several members elected into strategic positions, allowing their quasi-military coup in the year 649PE to be successful.

The Legacy

When the Preservers of the Destiny of Humanity came to power on New Terra, with Karan Nijibutu installing herself into a position she called "First Human", the Declaration of Destiny was formally recognized as the Founding Document of the "new order": a polity that declared itself to be the New Terran Hegemony.

Over the past 400 or so standard years, the Hegemony has attempted to fulfill the document's "prophecies" by instituting a variety of laws and cultural practices that clearly define New Terran Humans as the only first-class citizens of the Hegemony. Humans of the Firstfall Collective or Persean Republic have limited rights and privileges, but are clearly "second class". The T'ka'an are not strictly persecuted; they are merely tolerated where necessary; but they enjoy almost no freedoms, rights, and privileges. Other sapient species are similarly treated if they are not belligerent. Any hostile or criminal action by a non-Human is dealt with swiftly, with the offender sometimes exiled back to their home region, and other times simply "disappeared".
