Lord Governor of the Trailing Border Regions
Shortly after the rise of the New Terran Hegemony government, officials in Nubuwaires, New Terra realized that the vast expanses of space would be difficult to administer from one central location. It took weeks for information to travel to the capital from systems at the edge of the home subsector; news from outlying sectors could be months or even years old before it reached the central government. Responsible, trustworthy individuals of authority would need to be distributed around the Hegemony to provide more local representatives of the government to respond to situations that had any time sensitivity.
Each Lord Governor was given effective control of a fleet within the Armada, though the First Citizen's Supreme Commander powers could at any time supersede this. Lord Governors would communicate with each other as well as the central government to keep each other appraised of developing situations.
There has been much consternation among authorities of systems within the Border Space since this news reached them. Officially, the Governor is responsible for keeping the border secure, with the authority to use Armada forces to pursue and deal with threats that have hitherto avoided retaliation by retreating beyond the jurisdiction of existing governors. Most, however, fear this is just a pretense, and a prelude to a planned expansion by the Hegemony that will engulf their independent systems.
The Lord Governors
The solution to this problem was to create the positions of Lord Governor and Lord Magistrate. A Lord Governor would be appointed within each defined subsector of space within the Hegemony, while each subsector would be given a Lord Magistrate to represent the government. spinward. Lord Magistrates reported to, and were under the authority of Lord Governors. A Disturbing Development
The number of Lord Governors has remained static for over fifty years, as the borders of the Hegemony have been fairly well defined and static during that period. Recently, however, the First Human saw fit to grant retired Almirante (Admiral) Ramaas Mendez the newly minted title of Lord Governor of the Trailing Border Regions - an area that somewhat overlaps defined not by sector or subsector, but is defined as the parts of all sectors along the trailing border that are beyond Hegemony borders.
