Occupants of all ships arriving at starports must declare all weapons and armor. These must be surrendered to be held by customs officials in storage; they can be reclaimed when the ship disembarks to leave the planet. Possession of personal weapons or armor on the home planet is punishable by fines and/or imprisonment, and the fact that civil authorities have the ability to institute searches of persons or property without probable cause means compliance among the population is high.
Similar restrictions are nominally in place throughout the system; enforcement is strict on the moon of the primary world, but lax on the moons of outer planets, and almost nonexistent within the planetoid belt.
Ship-borne technology - excluding weaponry - is also readily available; ships can be refit at any Class A starport.
