Having a fortune and an extremely secure capital, they would turn to funding a massive army that could conquer land they couldn't acquire or cost to much to buy. The nation was at first a consulate of merchants, but would shift into plutocracy. over time the increasingly corrupt rulers would bribe, or intimidate their problems away. Stationing elite royal guards to keep the rebellions in check. And their last effort was to ally other nations not to Verenoa Nica, but the royal family. When the revolution came, there was nothing they could do.

When rebellion came knocking, the emperor, and government officials had only the royal guard that remained loyal. They quickly realized they'd need to flee, and fight in exile with their allies.
