Magic
With a capital M, if you please.Whether Magic is an actual being or an aspect of metaphysical nature is best left up to the philosophers. What is clear is that she has both personality and absolute power but has never been directly observed. Magic is whimsical, romantic, unpredictable, and, above all else, fueled by belief rather than "facts" as such.
Localization
Magic enjoys drama, thus it is in a practitioner's best interests to make their exercise of power as showy as possible. This can backfire, however, particularly in the study of magic. Even mundane students are well aware of the curious "experimental failure" field that seems to surround their academic supervisors--experiments that were previously working perfectly fail as soon as your thesis advisor walks over to take a look. It is theorized by some at Pearl College that this represents an emerging mundane consciousness, such as Nature or Technology, similar to Magic. A chilling proposition.
