Babel
Babel is an intelligent phylactery of faithfulness found in the treasure hoard of the dragon Ulhar'kethendia. At first seeming only to be a simply phylactery, upon donning it the user will hear a stream of incoherent babble at varying volume. Fortunately, or perhaps unfortunately, it has the ability to cast tongues on itself or another target, allowing the user to understand the ancient language it speaks (the dead language Roushoum of ancient Imaskar). Babel's intelligence was apparently unexpected in its creation, as it has no memory of its origin or history beyond its first use: it was worn by a paladin of Bahumut in ancient Imaskar who was slain outright when the item's talking gave away the user's approach to the lair of a blue dragon. (Babel has no awareness of its role in the demise of its first user, and tells the story so incoherently that it is difficult to understand that much.)
Babel seems content to chatter about the many ways to slay dragons, none of them useful or true, but it absolutely believes in its own honesty and will refuse to work for anyone who questions it (Ego +1). It seems to function properly as a phylactery of faithfulness, and admits that its interest in "dragon lore" is more of a hobby.
