Founded in 1865 after the Civil War. There was a spike of disappearences in a northern factory after it had returned to normal production and a journalist named Neil Gill started to look into it.
Gill's investigation was discouraged and the paper he worked for wouldn't publish his story, so he left and founded the TCP. Over the years, Gill was about to build a netowrk of people to help discover mysteries of both the normal and not. Even though the founder past, there are many working to follow in his foot steps.
Religion
Some belive that members of the Council are secretly devil worshipers, but that is not true. Many are alliigned with the Catholic faith, but religon will never be a issue in the TCP.
Education
There are no rules for education, but the Council normally wants a new skill brought to the table. Artisans are encouraged for their expertise, but salt of the earth working class can find themselves requested for help if they had certian skills or even physical strengths.
