When the vampiric plague broke out, some places responded better than others. The most-connected places were hit first, but also fought back best. Extremely remote places were simply not reached, and only far later turned into hiding places for vampires on the run. It was the places in between that ironically faced the worst. This included the Balkans, made worse by their existing vampiric superstitions not matching the new breeds and their rules. This left them vulnerable, resulting in far too great a death toll to properly recover from.
