Seraph of the Scales
To mortals, angels can often seem like ideals of perfection, a flawless and incorruptible force. As symbols of purity, the assumption is that an angel's actions are always on the side of righteousness. But even angels can be corrupted by greed. Not through a desire for money or power, but a desire for fulfillment, and a desire to do what they see as right at any cost.
The angels serving in the Orzhov Syndicate are a perfect example. Often having tired of the rules, regulations, and restrictions that prevent them from direct action on behalf of the Boros, some defect for the Orzhov. There they fill positions meant to provide them with the cathartic action they seek.
Crime and Punishment Not all angels are in agreement over what constitutes appropriate punishment. Some would see sinners and the guilty spared and given a chance for redemption. Others believe the wicked are already lost, only fit for being cleansed from the world. To balance these differences in opinion, the Boros Legion relics on the laws of the Azorius, a complicated system ensuring each criminal is punished appropriate to the scale of the crime.
Angels do not always, some would even say rarely, agee with what the Azorius see as fitting punishment. When this disparity grows too large, and a Boros range can suffer it no more, the Orzhov waits for them with open arms.
Judge the Guilty For the Orzhov, the sentencing of a crime is where opportunity waits. Heavy fines, enslavement to contracts and clauses- for Orzhov, even a sentence of death means profit from those declared guilty. There are few people on Ravinca other than the members of the Orzhov themselves that see justice in this process. But when the sentence issued and carried out by an angel, many find it much harder to argue.
Given the title of seraphs of the scales, these angles serve a special function for the Orzhav, judging those who break major contracts or default on high-interest loans. The process of judgment and sentencing scratches the angel's itch for melting out their own justice, and some even step in to fill the role of carrying out the punishment.
