Casilinum

Government

The governor of Casilinum is the Benefactor, though most day-to-day affairs are handled by the Senate.   Casilinum is also the seat of the Praetors in Praetor Maxima, the judiciary of Beneventum.

Defences

Though Casilinum was originally built next to the Benevolent River, today it sits in the river. When Deci Calpurn moved the capital to Casilinum, their first priority was defense. They commissioned a trench to be dug around the entire city and diverted the Benevolent river to fill it. Two drawbridges and a single river-spanning bridge known as Compensation are the only entrances to the city.

Industry & Trade

Casilinum's main export is laws and conquest.   There is arable land for farming, quarries enough to maintain infrastructure, and well-kept roads to import whatever can't be taken from the land itself.

Infrastructure

Casilinum is the nexus of the Paver's Path. Every branch of the extensive highway network eventually connects to the capital of Beneventum.   Because of limited land space, Casilinum expanded upward, and a sprawling village outside of the city's walls and defenses has taken root along the bank of the Benevolent River.

Guilds and Factions

The capital of the empire is a hotbed of political activity. Casilinum is rife with special interest groups promoting their respective causes to the senate. Hundreds of guilds, committees, and factions try to ply their influence and shape the cultural fabric of not just Casilinum, but all of Beneventum.   Ultimately, however, it comes down to the Benefactor's decision, and gaining their ear is the most important goal of any individual group.

History

Casilinum began as a stop along the river route from the Dragonspire Mountains to Odessus. Known for its pink salmon and comfortable inns, it was of little consequence to the empire. Casilinum grew to a nondescript city of moderate size for decades under Calpurn rule until Deci Calpurn moved Beneventum's captial from the coastal and historically relevant Odessus to the more central city.   Casilinum was easier to deploy from and defend, and despite the controversies that rippled throughout their entire reign, Deci made Beneventum expansion more accessible than it had ever been. All subsequent military acquisitions can be linked in part to Casilinum's fortifications and well-stocked barracks.

Tourism

Most who travel to Casilinum are political students or artisans. There's room enough outside the city's walls to purchase a bit of land and make a comfortable living, and the body of the praetorian guard is close enough that the risk is low.    No governor is appointed to these rambling suburbs, though that debate has been a point of contention on the senate floor for several years. There is opportunity aplenty in Casilinum proper and its surrounding villages.

Architecture

Casilinum is a younger Beneventite city, built mostly with the benefits of Odessan technology. It's buildings are brown brick and its streets grey pavement. Multi-story buildings house shops at street level and apartments further up while clockwork carts roll along swept streets. It doesn't bear the mechanical marvels of Odessus, but it is a perfect example of how that technology can build a society.

Geography

Small stands of forest dot the immediate area, tiny rivulets wind through them to feed the Benevolent River, and fertile hills fill the spaces between.

Natural Resources

Wood, arable land, and river fish are plentiful; game and stone are sufficient; and ore is scarce.
