ORCA Watcher Network
The ORCA Watcher Network (O.W.N) is ORCA's spy network, one of their three intelligence networks. As the name suggests, it is the network in which all ORCA Watchers operate, be they actively in the field or doing passive surveillance. The network acts as both a communication link between all watchers and as a central hub they can retrieve and report intelligence. The intel from the network and the agents it organises are critical to maintaining ORCA's knowledge of potential caster activity and influence in urban environments.
