The outer colony of New Dallas was one of the unfortunate colonies who was appointed a lazy and corrupt governor. Governor Davis stole money from public funds and neglected the need of the people of the New West system, as well as the nearby colonies of New Dallas and Phoenix Rising. An outlaw escaped from a prison on Phoenix Rising and took a transport to New Dallas. He began a reign of terror, murdering and burning government officials, culminating in the kidnapping and murder of Governor Davis. After stealing almost 300 million credits from government sources the Outlaw fled the system, never found by the Republic. It is likely that whoever this man was simply wanted to do this for personal gain, but the story was romanticized after a popular movie captured the imagination of the masses, humiliating the government for letting one lone outlaw escape and kill a governor, and made it seem noble to fight the Republic further degrading the fragile control over the outer and to an extent mid-core.
