After a round of talks with Nocturia after the New Genoa scandal, it was agreed to reopen the Republic embassies on Demeter, pyrexia, and Burn, strategically important worlds near the Anarchist Borders. The idea was that the Anarchists wouldn't attack these worlds as to not provoke the Republic, but it had the opposite effect. Seeing a weakened republic, just as the Noctrans, the Anarchists launched a full-scale invasion of Demeter and took the planet, including the new Republic embassy and a congressman stranded on the planet. After three failed extradition attempts, the Republic was forced to pay a ransom of 1 billion credits to the Anarchists for its people, cementing the belief in the Noctrans and Anarchists that the Republic was weak and tired of war, essentially guaranteeing them a free hand in taking over the other small nation states scattered around the galaxy.
