HALO drives are used in any ship that travels long distance, including military ships.
Complexity
HALO drives use a simple mechanism of physics to shoot a laser at a spinning or Binary black hole to reflect the laser back with more energy, propelling a vehicle at exponentially increasing FTL speeds, with an infinite range. This technology is also used to beam messaged through the cosmos at incredible speeds.
Discovery
After the Penrose drives limits were reached, it became clear that an expansion into the greater milky way would be slow and expensive, while faster than sublight travel, it still could take a week to travel between star systems. As more of the galaxy was mapped, it became clear that there was a large amount of binary black holes spread around the galaxy. This allowed a previously ignored technology, HALO to be used as a sort of fast travel between binary black holes and anything on their orbital plane, creating a network of HALO waypoints that spread across the galaxy, greatly reducing travel time.
