The Last Hills

The Last Hills are a set of low but rugged hills on the border between the Bularian Plain in the north and the Endless Sands to the south. Incredibly dry, they are the southernmost place where grass will grow until the other side of the Endless Sands, with none growing by the hills southern edge. As such they are the last habitable area for almost any life before the near complete desolation of the desert to the south.   The only humanoid inhabitants of the Last Hills are gnolls and a few bands of Bularian Riders. The Rock of the Heavens, a large butte sitting amidst the southern portion of the hills, is a holy site of Xatha and a common meeting spot for Riders from throughout the plain. Fighting is prohibited on the sacred ground around it, where enough people are gathered at any time that it effectively forms the hills only permanent settlement, though it consists entirely of tents.
