The Persona BASE values act as 'saving throws' - a means to check on the relative success or failure of an action that is not explicitly defined as a skill. Players therefore seek to develop skills to handle any particular repeating or repeatable action, in order to improve the relative success possibilities for that circumstance.
BASE values vary from 5% to 95%, and are derived at Persona Creation. These values are achieved by the RAMP mechanism, and act as a kind of skeleton for the Persona, defining them for each foundational value.
