THE NUMARIAN ACCORD
A Threefold Treaty Between Faction HEL, ARCHIVE, and the Overlords of Numaria

All ARCHIVE combat operations shall cease immediately.
Non-essential military personnel shall withdraw to designated perimeter zones.
No further captures, restraints, or forced classifications shall occur.
All civilians shall be released unless classified “High Threat” under verified universal protocol.
Dryadic and mortal wounded may request ARCHIVE medical stabilisation without obligation or surveillance.
ARTICLE II — SOVEREIGNTY OF NUMARIA
ARCHIVE acknowledges Demira, Harvest–Moon Overlord, as spiritual sovereign of Numaria’s land, cycles, and natural domains.
ARCHIVE acknowledges Leoy, Overlord of Freedom, as spiritual sovereign of Numaria’s free peoples.
ARCHIVE recognises Faction HEL as the mortal leadership responsible for political decision-making, civilian protection, diplomacy, and defence.
ARCHIVE claims no rulership, ownership, or territorial authority over Numaria.
ARTICLE III — LIMITS ON ARCHIVE PRESENCE
ARCHIVE MAY:
Conduct ecological, atmospheric, and geological readings.
Maintain up to three research stations outside sacred or Overlord-controlled domains.
Provide voluntary, non-invasive medical treatment.
Record environmental and historical data of universal relevance.
ARCHIVE MAY NOT:
Enter Demira’s sacred groves, lunar pools, or root-bound sanctuaries without escort and ritual permission.
Enter or interfere with Leoy’s domains or conduit.
Study, track, classify, or follow Persephone or Avandria.
Conduct surveillance on HEL or local peoples.
Extract resources, magical energies, leyline power, or biological matter.
Deploy additional Sol-aligned or Heaven-born forces.
Construct fortifications or attempt territorial control.
ARTICLE IV — TERMS OF DEMIRA, HARVEST–MOON OVERLORD
Nothing may be taken from the land without asking.
What is taken must be replenished or returned.
Sacred places may be entered only with escort and respect, and with no harm or extraction unless offered by dryads or conduits.
No mining, siphoning, clearing, or magical extraction may occur without permission.
Healing of the land takes precedence over expansion, especially during dual-Overlord recovery.
Seasonal and lunar cycles shall not be overridden by magic or machinery.
Dryads, grove-spirits, and wildlife are to be treated as sacred extensions of the world.
HEL and ARCHIVE shall uphold these laws among their own peoples.
Violation of these laws shall result in Demira’s blessing being withdrawn from the land.
ARTICLE V — TERMS OF LEOY, OVERLORD OF FREEDOM
No individual shall be owned, bound, or silenced.
No one shall be cast out for their nature, lineage, magic, or origin.
Choice is sacred—mortals may choose their paths, faiths, futures, and loves.
No force shall rule by tyranny or domination of the peoples of Numaria.
Secrets that endanger innocents must be shared with HEL, not outsiders.
Conduits are not to be pursued, studied, or manipulated.
Mortals may travel freely, provided Demira’s laws are honoured.
HEL shall protect the free peoples in Leoy’s name.
Violations of these principles shall ignite rebellion in Leoy’s domain.
ARTICLE VI — MAIZIE LYNBORNE, LIAISON OF PEACE
Maizie Lynborne shall serve as Liaison between HEL and ARCHIVE.
She may relay decisions, mediate disputes, and record diplomatic outcomes.
She shall not engage in covert intelligence gathering for any faction.
She is protected under the laws of both Overlords.
Her loyalty shall remain with Numaria first.
Her position may be renegotiated if HEL deems her endangered or misused.
ARTICLE VII — PROTECTION OF PEOPLES AND DOMAINS
ARCHIVE and HEL shall safeguard:
civilians and refugees
conduits
dryads and grove-kin
sacred domains
ecological stability
No action shall violate the terms of Demira or Leoy. ARTICLE VIII — REVIEW AND AMENDMENT
Any party may request review: HEL, ARCHIVE, Persephone, or Avandria.
Amendments shall occur as Numaria stabilises.
Numaria may be considered for recognition under Universal Law as an Independent World.
HEL may request partial or total ARCHIVE withdrawal if harm occurs.
